During the 2022 Intervening Code Adoption Cycle, California state agencies made amendments and additions to most parts of the 2022 edition of the California Building Standards Code, Title 24 of the California Code of Regulations (Title 24), resulting in supplements (blue pages). This webpage contains information regarding substantive changes of interest to code users as they familiarize themselves with the supplements. For ease of reading, this document uses all normal font style (no italics). Before using Title 24, it is a good idea to learn about and understand the various margin markings, banners and text styles that will indicate where changes have been made to the code. An explanation of margin markings can be found in the preface of each part of Title 24.

On the left-hand side of this page is a list of the state agencies that contribute to Title 24. Their acronyms may be used in the summary webpages. For the applications of amendments adopted by the various state agencies, refer to Chapter 1 of each part of Title 24.

Note that there were no updates to the California Energy Code, the California Historical Building Code (Part 8), the California Referenced Standards Code (Part 12), and Part 7 is vacant, so those parts are not included here.

Repealed requirements for EV capable spaces. Amended to add/increase requirements for receptacles and EV-ready parking spaces at hotels, motels and multifamily parking facilities.

Required EV charging receptacles in multifamily parking facilities to be provided with a dedicated branch circuit connected to the dwelling unit’s electrical panel, with certain exceptions, and receptacle configuration requirements to follow NEMA standards.

For hotels, motels and multifamily parking facilities, specified use of J1772 connectors for at least 50 percent of the required EV chargers. Clarified the use of automatic load management systems (ALMS).

4.106.4.2.2.1.1 EVCS spaces with EV chargers installed; dimensions and location

Repealed former section 4.106.4.2.2.1.1 about location and combined language with Section 4.106.4.2.2.1.2 and renumbered it, so there is only one section covering both dimensions and location.

4.106.4.2.2.1.2 Accessible electric vehicle charging station spaces

Renumbered and amended to clarify language.

4.106.4.2.3 and 4.106.4.2.4

5.105 Deconstruction and reuse of existing structures.

This section was formerly “Reserved.” New sections are listed below.

5.105.1 Scope. (BSC, DSA) For alterations and additions to existing buildings:

Occupancies under BSC authority – Effective July 1, 2024, floor area is 100,000 square feet or greater; effective January 1, 2026, the floor area shall be 50,000 square feet or greater.

Occupancies under DSA authority – Floor area is 50,000 square feet or greater.

Specified that one of three carbon reduction compliance pathways must be utilized: Building Reuse, Whole Building Life Cycle Assessment, or Product Global Warming Potential (GWP) Compliance Prescriptive Path. Exceptions apply under certain conditions when combined areas of alterations or additions to existing buildings do not meet compliance requirements.

5.105.2 Reuse of existing building and 5.105.2.1 Verification of compliance (BSC, DSA) When an existing building undergoes an alteration or addition, a minimum of 45 percent of primary structural elements and enclosure shall be reused. Documentation shall be provided in the construction documents.

5.401.1 Scope (BSC, DSA)

Amended to include language regarding the installation of products with lower
GHG emissions.

5.409 Life cycle assessment

This section was formerly “Reserved.” New sections are listed below.

5.409.1 Scope (BSC, DSA) For new buildings and alterations and additions to existing buildings:

Occupancies under BSC authority – Effective July 1, 2024, floor area is 100,000 square feet or greater; effective January 1, 2026, the floor area shall be 50,000 square feet or greater.

Occupancies under DSA authority – Floor area is 50,000 square feet or greater.

Specified that one of two carbon reduction compliance pathways must be utilized for new buildings: Whole Building Life Cycle Assessment (Section 5.409.2), or Product Global Warming Potential (GWP) Compliance Prescriptive Path (Section 5.409.3). 5.409.2 Whole building life cycle assessment (BSC, DSA)

Added compliance pathway that shall demonstrate a minimum 10 percent reduction in global warming potential (GWP). Compliance software and data sets to be compliant with ISO or EN standards. Subsections 5.409.2.1, 5.409.2.2 and 5.409.2.3 provide specific requirements for building components, reference study period and verification of compliance.

5.409.3 Product GWP compliance – prescriptive path (BSC, DSA)

Added compliance pathway wherein each permanently installed product listed in Table 5.409.3 shall have a Type III environmental product declaration (EPD), either product-specific or factory-specific. Subsections 5.409.3.1 and 5.409.3.2 provide specific requirements for GWP values and verification of compliance. Exception and Exception EQUATION allows for concrete to be considered one product category with weighted average of the maximum GWP of all concrete mixes installed in the project and specifying that industry wide EPDs are acceptable.
