California Building Standards Commission 2019 Intervening Code Adoption Cycle Timeline Amendments to the 2019 California Building Standards Code, Title 24 January 2019 – December 2019: State Agency Workshops. Public participation opportunity. December 2019: Start of Pre-cycle for the Intervening Cycle. State agency initial submittals of proposed code changes and CBSC review. February 2020 – March 2020: Code Advisory Committee meetings. Public participation opportunity. March 2020 – May 2020: Public Review 45-Day Submittals. Start of the one-year rulemaking calendar. Regulatory notice and 45-day public comment periods, and possible additional comment periods, as needed. Public participation opportunity. July 2020 – August 2020: Commission Meetings for adoption, approval and filing with Secretary of State. Public participation opportunity. August 2020 – December 2020 Publication Period (Codification). CBSC and other state agencies proof supplements for accuracy. January 2021: Publication Date for Supplements (blue pages) to all parts of the 2019 Title 24. January 2021 – July 2021 Statutorily required 180-day period between publication date and effective date. July 2021: Effective date of the 2019 California Building Standards Code Supplements.
