Chair Commissioner Downey, Commissioner Lillibridge, Commissioner Shapiro, and Commissioner Profaca have been Senate confirmed following their reappointed by the Govenor.

Commissioner Downey, has a background in architecture, having served as the Principal of Architecture for the Blind and as a Featured Speaker at FRESH Speakers. His experiences reflect a commitment to creating spaces that prioritize inclusivity. Commissioner Downey is a member of the American Institute of Architects, San Francisco.

Commissioner Scott Lillibridge contributes his expertise in land development and project management to the CCDA. His extensive background in the field and his affiliations with organizations such as the American Council of Engineering Companies, American Public Works Association, and Rotary International.  

Commissioner Sarahann Shapiro, special counsel at Spencer Fane specializing in Commercial Real Estate, is also Director of the Real Estate Center and Professor in Residence of Real Estate at Menlo College. She is active with the Building Owners and Managers Association (BOMA) and a member of Commercial Real Estate Women (CREW) Silicon Valley.

Commissioner Dr. Luciana C. Profaca has dedicated over five decades to advocating for the equality, independence, and employment of people with disabilities. She has served in various roles within the CA Department of Rehabilitation and established a counseling practice to support individuals facing mental health challenges, in addition to contributing as an adjunct professor and serving on numerous boards and councils.
