Enroll in Accounting Services for State Agencies
State agencies seeking expertise to perform financial functions in FI$Cal can enroll in the Department of General Services’ (DGS) accounting services on a fee-for-service basis by contacting the Office of Fiscal Services’ Contracted Fiscal Services (CFS) section.
If you are interested in enrolling in accounting services offered by DGS, please reference the contact information and general information listed below.
- Requester must be a small to medium California state department, board, commission, or state entity
- Contract service period should begin July 1st with at least 6 months lead time
- Complete year-end close and financial statements for the fiscal years prior to contract service period
- Requestor must transition to or be an existing user of Financial System for California (FI$Cal)
- Existing state agency or newly created state agency must have and maintain a satisfactory system of internal control

CFS Accounting reviews the scope of services needed

Determine the Roles and Responsibilities
Between CFS Accounting and the new client -
Estimate Costs

Complete the Interagency Agreement (IAA)
For the first year of services and then client will participate in the Pro Rata cost plan for subsequent years -
Complete the Division of FI$Cal Roles Assignments (DOR)
The agreement identifies which FI$Cal security roles can be assigned to CFS Accounting, the new client, or both -
Review the CFS Accounting New Client Checklist
Responsible parties involved are the new client, CFS Accounting, and the FI$Cal Project
