The Statewide Supplier Diversity Program (SSDP) is the state’s leader in integrating strategies and resources to advance the equitable inclusion and utilization of small and diverse businesses in California’s state procurement and contracting opportunities.

To promote economic resiliency, innovation, and sustainability of the state’s economy while integrating diversity and inclusion in the state’s procurement process that reflects California’s diverse communities.

Resources and Tools

The California Department of General Services (DGS) Procurement Division has contracted with Mason Tillman Associates, Ltd., an Oakland-based consulting firm, to conduct a Disparity Study. This study aims to assess whether the state has engaged in any exclusionary practices in the procurement of goods and services. Specifically, it will examine the State's contracting processes to determine if minority-owned, woman-owned, LGBTQ-owned, certified small businesses, and disabled veteran-owned businesses have equitable access to state contracting opportunities.

Our inaugural California Supplier Diversity Symposium, held on March 14, 2024, was a grand success! This event focused on increasing the economic impact of California’s small and diverse businesses by expanding access to business resources and procurement opportunities.

State Certifications

Get certified as a small business and/or Disabled Veteran Business Enterprise if you are interested in pursuing state contracting opportunities.

The DGS Office of Small Business and Disabled Veteran Business Enterprise Services provides support and assistance with:

  • Small and Disabled Veteran Business Enterprise certification assistance to Small and Diverse Businesses interested in doing business with the state. Voluntary Diversity Data Collection - Frequently Asked Questions

  1. What is voluntary diversity information? Voluntary diversity information is voluntarily provided data on ethnicity, race, gender identity, and sexual orientation.
  2. Whose diversity information should be entered? The diversity information entered should be the business’ majority owner(s), including shareholders.
  3. Who may provide the voluntary diversity information in Cal eProcure? State bidders, suppliers, and vendors, including certified SB/DVBE and applicants for SB/DVBE certification.
  4. Am I required to provide this information in my profile? No, you are not required to provide this information in your profile. Providing diversity information is strictly voluntary.
  5. Why is the state collecting this information? The state is collecting this information to determine where outreach is needed among various communities and where new outreach strategies need to be developed.
  6. How will the diversity information be used? This information can be used by state departments to actively engage in focused outreach activities in addition to general outreach pursuant to GC §7400 and §7401 and GC §11139.6 and §11139.7 for the purposes of supporting greater diversity and inclusivity in state contracting and procurement.
  7. Who will use the diversity information? More than 200 state departments, as well as reciprocity partners accepting the state SB and DVBE certifications (e.g., local governments, transportation agencies, public utility, water and school districts), could use the voluntary data to develop new strategies to ensure California’s supplier base is reflective of our diverse state. 
  8. Will the diversity information be publicly displayed?  AB 2019 allows the state to publicly display the diversity information in the certification database. By voluntarily providing the information, you agree and authorize the state to display this information in your public certification profile on Cal eProcure.
  9. Who will have access to the diversity information? State departments, state reciprocity partners, prime contractors, and the public.
  10. Will businesses be able to update their diversity information anytime? Yes, businesses will be able to update their information anytime by logging into their Cal eProcure profile. See the step-by-step guide on updating your Diversity Data by clicking hereDiversity Data Procedures
  11. Will the diversity information be used to provide a preference to any diverse groups in state contracting opportunities? Per California Constitution, Article 1 Section 31, diversity information shall not be used to grant a preference in state contracting.
  12. How will the diversity information benefit my business? This information will help the state identify industries and sectors that may need additional outreach, assistance, and support in navigating the state's contracting process.

The Minority-Owned Small Business (MOSB) Task Force is a forum for diverse small businesses and affiliate organizations to identify ways to improve the state’s procurement process for state-certified small and micro businesses. The MOSB Task Force is not a policy-making body. It can advise or make recommendations to the Department of General Services (DGS) and the Government Operations Agency (GovOps) regarding state procurement policies and practices, disseminate information regarding specific state projects and programs, and provide a forum for an interactive discussion with interested parties.

These consultations provide an opportunity to learn about our supplier diversity efforts, explore best practices, and discuss strategies to increase supplier diversity within various industries.
