Software Licensing Program
The Software Licensing Program (SLP) was established in January 1994 and is administered by the Department of General Services, Procurement Division. Extensive software discounts are negotiated with major software publishers that are then passed on to the State, through the SLP contracts established with authorized participating re-sellers.

In accordance with the State Contracting Manual Volume 3, an agency making a purchase that exceeds their purchasing authority must contact the DGS Purchasing Authority Unit (PAU) and submit a Purchase Authority Change Request (PACR). The Software Licensing Program (SLP) Exemption Request is no longer required. To request information regarding a PACR, specifically a Purchasing Authority Increase Request (PAIR), please contact DGS PAU at: PAMS@dgs.ca.gov.
