The state of California owns and operates a fleet of vehicles that range from electric compact vehicles to heavy-duty trucks. Cost and performance, reduction of air emissions, and improved fuel efficiency have been at the forefront of vehicle purchasing decisions, illustrating the state’s commitment to purchasing vehicles with the lowest environmental impacts.

The Statewide Contracts (SCs) for Fleet Vehicles are mandatory for use by all State of California departments.

These contracts include line items for alternative fuel vehicles such as Battery Electric Vehicles (BEV), Plug-in Hybrid Vehicles (PHEV), Hydrogen Fuel Cell Vehicles (FCV), Hybrid-Electric Vehicles (HEV), and Compressed Natural Gas Vehicles (CNG).

The following SCs for fleet vehicles offer various automobiles including electric and hybrid vehicles. The Governor’s Executive Order B-16-2012 promotes the procurement of electric and hybrid vehicles due to their reduced impact on the environment during operation as compared to their gasoline-powered counterparts. Executive Order N-19-19 calls on statewide efforts such as fleet implementation of zero-emission vehicles to accelerate progress towards emissions reductions. 

Executive Order N-79-20 establishes the goal of the State that 100 percent of in state sales of passenger cars and trucks will be zero-emission by 2035; 100 percent of medium and heavy-duty vehicles be zero-emission for all operations by 2045 where feasible; and drayage trucks and off-road vehicles and equipment by 2035 where feasible.

  • Assess your vehicle needs, fuel, and energy availability first. Hybrid or electric vehicles may be a better choice in metropolitan areas where stop and go traffic is apparent.
  • Check California Environmental Performance Labels and check California's Drive Clean website for cars that have the highest Global Warming and Smog Rating scores.
  • Request manufactures disclose their Global Automotive Declarable Substance List, looking for vehicles that contain the least amount of hazardous substances.
  • Look for vehicles that have the National Highway Traffic Safety Administration Safe Car 5-Star Safety Rating.
  • See if manufacturers offer certified interior textiles and high-efficiency air filters.
  • Buy from manufacturers who track their auto parts and materials in the International Material Data System a2-Optimizer.
  • Buy from industry leaders participating in programs to lessen environmental impacts.
