Human-Centered Communications and Outreach
In July 2024, DGS launched an initiative to improve how DGS can better engage with businesses as part of state procurement and contracting communications. The DGS team is developing a 5-year roadmap to make communications and outreach more efficient, transparent, and inclusive. The roadmap will improve communications for all businesses, with a particular focus on supporting small and diverse businesses. By simplifying communications and providing clear, tailored information, the recommendations in the roadmap will guide the creation of a more accessible and user-friendly experience for all.
A Human-Centered Design Approach
At the heart of this initiative is human-centered design—an approach that prioritizes the needs and experiences of the businesses who interact with state procurement. We’re working closely with real users to understand their challenges and incorporate their feedback into every phase of development. This ensures our roadmap will be practical, intuitive, and truly responsive to the needs of California’s diverse business community.

- Enhance user navigation and experience: Streamline state procurement and contracting systems to help businesses—especially small enterprises—navigate and access essential information with ease, reducing reliance on third-party assistance.
- Simplify the learning curve: Offer clear, easy-to-follow guidance that helps businesses quickly understand vendor requirements and efficiently navigate procurement platforms.
- Increase transparency: Develop a centralized hub that provides up-to-date, comprehensive, and easily accessible information on procurement opportunities and requirements.
- Deliver a tailored experience: Implement customized outreach and communications that address the diverse needs of California’s business community, ensuring vendors can easily identify opportunities that align with their capabilities.
