Notice of Rulemaking Regulations for SB/DVBE

California Code of Regulations (CCR) §§ 1896.4, 1896.12 and 1896.17 has been revised and rule 1896.13, Title 2, Division 2, Chapter 3, Subchapter 8 has been newly adopted by the Department of General Services, Procurement Division, Office of Small Business and Disabled Veteran Business Enterprise Services (OSDS), in accordance with the requirements of the Administrative Procedure Act. These changes incorporate Senate Bill 605 (Statutes of 2017, Chapter 673, Sections 3 & 4), amending Government Code (GC) Sections 14837 and 14838.  Specifically, this law: (1) Created a new category of Small Business for the purpose of public works; and (2) Increased existing eligibility size standards for the average annual gross receipts for other small businesses and microbusinesses certified by the Department of General Services.

California Code of Regulations (CCR) Title 2, Sections 1896.60 – 1896.97, Title 2, Chapter 3, Subchapter 10.5 and Sections 1896.99.100 – 1896.99.120, Title 2, Chapter 3, Subchapter 10.6, have been revised by the Department of General Services (DGS), Procurement Division, Office of Small Business and Disabled Veteran Business Enterprise Services (OSDS) in accordance with the Administrative Procedure Act (APA) requirements. This Title 2 CCR chapter is referred to as the Disabled Veteran Business Enterprise regulations.  The adoptions and amendments include making many general clarifications throughout, adding new definitions, repealing obsolete terms, reorganizing sections and updating authority and reference citations.
