This State Contracting Manual (SCM) is provided as a resource to persons involved in California’s State contracting process, Government Code § 14615.1.  It provides the policies, procedures and guidelines to promote sound business decisions and practices in securing necessary services for the State. This manual does not eliminate or override statutory requirements, or requirements implemented by way of superseding Executive Orders and Management Memos.

  1. Volume 1 of the manual provides State agencies a central location to access policies, procedures, and guidelines for non-IT services contracts.
  2. Volume 2 contains the consolidation of volumes 2, 3, and F.  This is the first phase of the consolidation effort.  The consolidation allows for online research across chapters and the ability to print specific sections and/or the full manual.  Future phases will include further combination of topics, updates to policies and procedures.

State Contracting Manual (SCM), Volume 3 is provided as a resource to those persons in California state government who are involved in the State's procurement of IT goods and services. It provides the policies, procedures and methods to promote sound business decision practices in securing necessary goods and services for the State. The information is not intended to cover every situation which may be encountered during procurement. Interpretation and application of the policy and procedures to unique situations is the responsibility of the Department of General Services.

State Contracting Manual (SCM), Volume FI$Cal is provided as a resource to those persons in California state government who are involved in the State's procurement of non-IT and IT goods and services, and are using the FI$Cal (Financial Information System for California). It provides the policies, procedures and methods to promote sound business decision practices in securing necessary goods and services for the State. The information is not intended to cover every situation which may be encountered during procurement. Interpretation and application of the policy and procedures to unique situations is the responsibility of the Department of General Services.
