Position Summary: Demonstrates strategic technical leadership, influences, and expertise that drive the organization's use of technology toward constant improvements.

  • Provides expert level technical leadership to DGS Programs by understanding each of program areas and collaborating with program executives to create long term technology roadmap that aligns with each of program's vision, mission, and goals; Builds business partnerships to help business steer towards automation, technology standardization and continuous process improvements through technology adoption. Oversees the approach and provide expertise during implementation of technologies per the technology road maps for each of the programs; manages the road maps for continuous improvement.
  • Keep DGS at the cutting edge of technology through continuous research and evaluation of emerging technologies, methodologies, and tools to best service DGS's program areas; Identifies and conducts proof of concepts, works collaboratively with other architects, ETS team, DGS programs, suppliers, legal and procurement departments as needed on the implementation of these technologies for the use cases identified; Provides leadership, guidance, training and support to staff on latest technology changes and adoption; Conducts presentations or briefings to executive management on emerging technologies and how DGS can benefit by its use.
  • Leads the annual review of new technologies available in industry and in all technologies in use at DGS to create and update the ETS technology roadmap, contributes in the planning of overall organization information technology strategy; Reviews and provides feedback on the impact to ETS of new Statewide technology policies, SIMM, SAM, and NIST; Maintains professional network with industry research organizations, vendors, and other state and local department's enterprise architects to ensure DGS is adhering to state-wide best practices; Leads regular reviews and updates to ETS Standards, best practices, processes, and procedures to ensure alignment with DGS' strategic and operational initiatives.
  • Provides technology solutions for complex business problems using technical expertise in Alternative Analysis meetings with the Business, Business Analysts, portfolio and security team. Designs, develops, oversee and direct complex technology solution implementations. Conduct presentations or briefings to executive management on complex projects and advice ETS management and DGS executives on information technology direction of the organization.
  • Provides expert level guidance and consultation to Customer Technology Services Section on the technologies they support by researching, doing Proof of concepts, and working alongside and mentoring Desktop services to improve ultimate end user customer experience. Provide expert level guidance in troubleshooting technology incidents.
  • Keeps skills current by participating in educational opportunities; reading professional publications; Attends educational workshops and networks with other IT personnel and vendors by participating in forums in order to maintain knowledge of industry trends and practices.

Position Summary: Acts as a subject matter expert on DGS' Information Technology systems, and is responsible for the administration, maintenance, monitoring and security of DGS' network infrastructure.

  • Provides expert technical administration and support of network operating systems and applications by configuring and managing network devices by utilizing network configuration scripts and web-interfaces to ensure reliable and consistent access to network resources in order to support the department's business functions.
  • Maximizes network infrastructure efficiency by monitoring performance, troubleshooting network problems and outages, scheduling upgrades to network switches, routers, SD/WAN and cloud managed wireless networking components. Collaborating with other network engineers on network optimization, resolving network incidents, by utilizing root cause analysis, documenting and implementing lessons learned, and presenting analysis to management and enterprise architects in order to prevent future occurrences of network incidents, and improve the reliability and security of network resources, to ensure continued support of the department's business functions.
  • Maximizes network infrastructure efficiency by monitoring performance, troubleshooting network problems and outages, scheduling upgrades to Next Generation Palo Alto Firewalls, Prisma Cloud, Global Protect Client application. Collaborating with other network engineers on network optimization, resolving network incidents, by utilizing root cause analysis, documenting and implementing lessons learned, and presenting analysis to management and enterprise architects in order to prevent future occurrences of network incidents, and improve the reliability and security of network resources, to ensure continued support of the department's business functions.
  • Monitors and oversees network infrastructure projects for conformance with established technical and operational standards by implementing quality assurance, proposing network designs, documenting network topologies, by utilizing infrastructure hardware and software life cycle standards, processes and procedures, in order to increase efficiency and consistency throughout the department, to ensure operational practices are in compliance with IT standards and departments business plan.
  • Coordinates and facilitates training for ETS staff on activities required to implement projects, system hardware and software installations and upgrades, new procedures and techniques, by utilizing tools such as network diagrams, and topology maps, in order to provide instructions for the proper use of hardware and software in daily network operations to ensure staff are shown the correct process and proper network procedures are followed to meet DGS standards and guidelines
  • Collaborates with other ETS units to support IT special projects relating to network operations in order to meet the needs of DGS customers, to ensure project timelines are achieved.

Position Summary: Acts as the team leader and subject matter expert on the enterprise firewalls and network infrastructure for DGS, leading the design, implementation, configuration, maintenance, monitoring, and administration of the enterprise Palo Alto Next Generation Firewalls and network infrastructure.

  • Designs, implements, configures, and maintains network and firewall infrastructure across Enterprise and Cloud platforms by designing and implementing switching, routing, and firewall solutions and procedures, and advising ETS management, architects and vendors on the most sensitive issues, in order to support and secure the enterprise network environment and to ensure effective performance and securing of enterprise wide applications, utilizing Palo Alto Networks.
  • Collaborates with the Enterprise Network Architect in designing innovative network solutions by analyzing and maintaining the network environments, and enterprise firewalls, coordinates infrastructure systems specifications, performing upgrades and maintenance, and resolving the most complex technical issues for the Palo Alto Networks infrastructure, utilizing collected data, patching firmware and version upgrades in order to sustain a supportable and uniform network infrastructure for DGS department wide.
  • Develops and implements product and process improvements to the technology and physical network by creating process documentation regarding technology infrastructure department wide, reviewing, researching, and evaluating technology products and services for procurement of future enhancements, and providing sound recommendations to ETS management, architects, and staff in order to ensure DGS' infrastructures are continuously enhanced and current for planning of the overall organizational IT Strategy.
  • Resolves network and firewall issues enterprise wide by providing expert technical support to the DGS Help Desk team, satellite offices and mobile workforce, participating and assisting in the implementation, installation, upgrading, testing, monitoring and troubleshooting of the physical network infrastructure, and reviewing and monitoring the technical environment to ensure continuous uninterrupted and secure operation of products, and to ensure the performance of the network systems for DGS department wide.

Position Summary: Acts as a project lead performing a wide variety of tasks in the development, implementation and management of the Departments critical IT business areas technology recovery, disaster recovery and IT focused Business Continuity plans. The position is responsible for ensuring that DGS is prepared to respond to unexpected events and can continue to operate even in the face of disruptions.

  • Designs and documents detailed technology recovery plans (TRP) tailored to the department needs, including disaster recovery (DR) and business continuity strategies by identifying critical IT systems and applications, establishing recovery priorities, and defining recovery time objectives and recovery point objectives; maintaining up-to-date documentation of recovery procedures, contact lists, and resource inventories; reviewing Business Impact Analyses from other programs and coordinating the consolidated DGS Plan program; coordinating with programs on their Plans and identify what systems need to be included in DGS TRP based on their severity, business criticality, maximum tolerable downtime, etc, in order to develop and maintain an annual Technology Recovery plan (TRP) for the Department that includes System Recovery Plans, create and maintain the Enterprise Technology Resources (ETS - DGS IT Shop) IT Plan; develop and implement the IT focused Business Continuity Plan (Plan), to ensure the continuity of critical IT services, minimize downtime, comply with regulatory requirements, and prepare for unexpected events.
  • Plans, organizes, and leads regular recovery plan tests and simulations to validate the effectiveness of recovery strategies and identify areas for improvement by analyzing test results, developing improvement plans; developing and delivering training programs for IT staff and key stakeholders on recovery procedures and best practices, in order to promote awareness of recovery plans and responsibilities throughout the department to ensure lessons learned are incorporated into recovery plans and alignment with department goals and compliance with industry standards and regulations.
  • Maintain business stakeholders, vendors, and key IT support staff rosters; take incident commander role when TRP system(s) is down by conducting and overseeing annual review of DGS TRP and external entities TRPs with whom DGS has Inter-agency Agreements; preparing and submitting TRP documentations to CDT annually; reviewing and maintaining catalog of service level agreements and objectives of DGS IT infrastructure and vendor-supported SaaS/PaaS/laaS systems, in order to meet reporting and auditing requirements to ensure alignment with department goals and compliance with industry standards and regulations.
  • Collaborates with cross-functional teams on technology recovery and business continuity planning and security related topics by scheduling and attending cross functional meetings and working sessions; attending in person meetings and working sessions, in order to gather information to be used completing primary duties and contribute knowledge and expertise to other team members and stakeholders to ensure efficiency of processes and planning across the department
  • Performs other duties as assigned and maintains applicable knowledge and certifications by, including but not limited to, meeting with professional organizations, attending all mandated and recommended trainings and meetings, researching TRP and IT security trends and best practices, in order to continue growth and learning, to ensure industry standards are met and mandatory training is completed utilizing applicable classes, meetings and system learning tools.

About ETS Services

Manages identity and access management, messaging, and security operations. Supports technologies including Microsoft 365, Azure Active Directory, Exchange Online, Proofpoint, Tenable, Delinea, Defender, and Sentinel.
Builds and supports applications on 150+ different systems using advanced technologies such as AWS, Azure, DevOps, Rapid Application Development. Builds web apps with multichannel platform independent technologies, in both custom application development and industry standard Software as a Service (SaaS) technologies. The majority of new application development efforts are written using Microsoft-based technologies, as well as other SiteCore, SharePoint Online, and PowerBI.
Consults with business partners to analyze and stay current on their IT related business needs. Collaborates with customers and internal stakeholders throughout the Systems Development Life Cycle (SDLC) from initial project concept through project release to production. Uses technologies such as Adobe XD, Azure DevOps to help manage, monitor, and provide excellent customer service and project analysis in Hybrid-Agile using SCRUM methodology.
Designs, builds, and manages cloud infrastructure solutions on public and private platforms using VMware, AWS, Azure, DellEMC, and HP. These solutions encompass virtualization of compute, networks, storage and backups across the multi-cloud enterprise and leverage efficiencies in resource management, operations, and automation to provide robust infrastructure to support state government systems.
As technology evolves the ability to access sensitive data becomes easier, presenting risks to data privacy and confidentiality. To mitigate these risks, robust privacy policies must be developed and adhered to, and controls must be in place to protect the data and information assets of an organization. The Privacy Office provides guidance and direction for DGS programs regarding data collection and privacy policies and procedures.
Provides computer hardware, deployment and administration of software, asset management, change management, and the approval process for IT goods and services. These responsibilities include: computer build and configuration, desktop and laptop patch management, software deployment, Microsoft Windows Administration, and administration of System Center Configuration Manager (SCCM).
Provides enterprise-wide services to over 4,000 DGS employees and an additional 27,000 users statewide, in both private and public sectors. Administers, manages, and develops new Software as a Service (SaaS) solutions using a variety of enterprise cloud-based platform tools. Supports the ServiceNow core application, database, and workflow automation, and develops custom workflow automation systems. Applications commonly used include Microsoft 365, SharePoint Online, Power BI, Power Automate, Esri, Adobe Sign, ServiceNow, Salesforce.
Manages the information security program to ensure the confidentiality, integrity, and availability of DGS systems and applications, while protecting state information assets. Utilizes technologies including EnCase, Tenable, Sentinel, Microsoft eDiscovery, and Azure Identity Protection.
Supports hardware and software for 400+ internetworked devices across 70 locations statewide for both wired and wireless networking. Supports network technologies including Cisco, Meraki, Palo Alto, and Infoblox.
Manages innovative IT projects and solutions from alternative analysis through project closure as ETS works to continuously modernize DGS programs. Initiates new projects to provide value to business customers and their clients. Throughout project lifecycle engagement with business and technology stakeholders, strives to refine business needs further using standardized processes and materials to ensure projects stay on schedule and quality solutions are delivered.
Maintains, monitors and patches enterprise technologies such as Windows and Linux Server environments, using Microsoft System Center Configuration Manager and System Center Operations Manager. Maintains and monitors SQL and Oracle cloud databases.
Performs manual software testing, including American Disability Act (ADA) validation, on a variety of DGS systems and websites to ensure the highest level of application quality and/or compliance with the Web Content Accessibility Guidelines 2.0. Testers participate in both Waterfall and Hybrid-Agile methodologies and provide services for Commercial-Off-The-Shelf (COTS) and custom applications hosted locally or in the cloud. Uses  tools such as Azure DevOps, SiteImprove, WAVE, NVDA, SQL Server Management Studio, and Oracle SQL Developer. Testers will also explore future expansion of testing services such as test automation.
