The Building Standards Commission (BSC), Division of the State Architect (DSA), and other state agencies will be on the working group with California Air Resources Board (CARB).

The California Air Resources Board (CARB) staff invite you to participate in a virtual public workshop to provide input on CARB’s development of a framework for measuring and then reducing the net greenhouse gas (GHG) emissions from building materials that are used in the State of California.  The meeting is scheduled to be conducted via Zoom from 10:00 AM to 3:00 PM on March 13, 2025Register for the Zoom here.

At this workshop, staff will review the statutory requirements for manufacturer and project-level data reporting and baseline emissions quantification, and introduce staff concepts for reporting, baseline estimation, and emissions accounting.

This workshop is one of a series of workshops and focused meetings with interested parties that CARB will be hosting to inform the rulemaking process related to embodied carbon. Public feedback from this workshop will be used to develop and refine staff proposals.

Pre-Cycle Activities for 2025

During the pre-cycle period of an Intervening Code Adoption Cycle, proposing state agencies hold public workshops to discuss possible supplemental amendments to the 2025 Code. Workshops provide an open forum for the public and industry stakeholders to participate in vetting potential modifications to California's building codes. Approved code changes will result in supplements (blue pages) to the 2025 edition of Title 24, and will become effective July 1, 2027.
