About the PWCA Program
Contractors and Public Agencies may access general information regarding the Public Works Contract Arbitration Program.
Established by Governor's Executive Order, and codified in 1981, the Public Works Contract Arbitration (PWCA) Program was created in order to provide a fair and equitable resolution of disputes between public agencies and contractors in an attempt to reduce congestion in California courts.
