Reutilize State-owned Surplus Property for Agencies
State agencies can view and obtain still useful state-owned surplus personal property by following specific guidelines provided by the Office of Fleet and Asset Management’s State Surplus Property and Reutilization (SPR) program.
Still useable state-owned surplus personal property is a significant asset. Accordingly, all state agencies are required to extend the useful life of surplus property in their possession following specific guidelines provided by the State Surplus Property and Reutilization (SPR) program, which is responsible for reviewing and approving all state agency dispositions of state-owned surplus personal property prior to disposition.
Pursuant to the State Contracting Manual (SCM), Volume 2, Chapter 2 Procurement Planning, Topic 2 Surplus Property Program, Departments shall utilize surplus furnishings whenever feasible and shall contact the DGS Surplus Property Program to determine if surplus property is available.

In an effort to provide the most cost-effective method for the reutilization and disposition of surplus personal property, DGS is moving to an online auction model for the reutilization and disposition of state surplus personal property. Under the new online auction, departments will have the ability to sell and purchase surplus personal property on-line. This will allow state agency’s to eliminate the costs of moving and transporting the property, and will provide state agencies with the opportunity to recover revenue from the sale of their surplus personal property. The California Surplus Property System (CSPS) is the transferable property search feature allows State agencies to view State-owned surplus personal property that is available for transfer to other agencies.
