Short duration appointment means an employment during time of war or during an emergency in connection with the national defense, which employment is subject to termination and other conditions as prescribed by Government Code (GC) section 19200 and by State Personnel Board (SPB) rules.

It is the policy of the Department of General Services (DGS) that whenever the United States is engaged in war or whenever SPB finds that an emergency exists in connection with the national defense, SPB may provide by rule for a system of duration examinations and appointments and the conditions attached thereto, in those classes in which the best interests of the State would be served during such war or emergency. Within not less than three months, or more than one year, after SPB finds that for the purpose of GC section 19200 there is no longer an emergency, all duration appointments shall be terminated in such order as SPB deems appropriate.
