Target Area Contract Preference Act (TACPA) Liaison - 210

Policy

Departments must designate a Target Area Contract Preference Act (TACPA) liaison.  The TACPA liaison will assist with outreach and promotion of the TACPA program so vendors are encouraged to apply for the preference.

TACPA liaison role and responsibilities include, but not limited to:

  1. Complete mandatory TACPA training through DGS Procurement Division’s (PD) California Procurement and Contracting Academy (CalPCA)
  2. Promote TACPA contracting participation
  3. Identify potential vendors that may qualify for the preference
  4. Make TACPA program information available to vendors
  5. Be available to answer questions and provide direction to vendors

The TACPA liaison must organizationally report under the chain of command of the department’s designated Procurement and Contracting Officer (PCO) or Purchasing Authority Contact (PAC).

Procedure

Step 1 – Designate a TACPA Liaison

Departments must designate a TACPA liaison, document the contact information, and roles and responsibilities in the department’s internal procurement policy and procedures manual.

Step 2 – Complete Mandatory Training

The TACPA liaison must complete mandatory TACPA training through DGS-PD’s CalPCA within 30 days of being designated as the liaison.

Step 3 – Send Proof of Completed Training to DGS

The TACPA liaison must send proof of completion of the TACPA training to the DGS Purchasing Authority Unit at PAMS@dgs.ca.gov.

Step 4 – Carry Out Roles and Responsibilities 

The TACPA liaison’s contact information must be made available to vendors to enable the liaison to carry out roles and responsibilities (refer to the Policy section above).
