The Department of Finance (Finance) has general powers of supervision over all matters concerning the financial policies of the state. (See Government Code section 13070 et seq.) The Director of Finance is appointed by the Governor and sits on several fiscally oriented boards and commissions.

By statute, the Director of Finance serves as the Governor’s chief fiscal policy advisor with an emphasis on the financial integrity of the state and the promotion of long-term economic sustainability along with responsible resource allocation through the state’s annual financial plan. Finance does the following:
- Establishes appropriate fiscal policies to carry out the state’s programs.
- Prepares, explains, and administers the state’s annual financial plan (budget), which the Governor is required under the State Constitution to present by January 10 of each year.
- Analyzes legislation that has a fiscal impact.
- Exercises a statewide leadership role throughout the FI$Cal system development and implementation to promote its successful use as the state’s budgeting, accounting, cash management, and procurement system.
- Monitors and audits expenditures by state agencies/departments to ensure compliance with the law, approved standards, and policies.
- Develops economic forecasts and revenue estimates.
- Develops population and public school enrollment estimates and projections.
- Conducts fiscal analyses of proposed statewide information technology (IT) policies and enterprise initiatives and performs oversight of critical IT projects.

- Administers statewide programs including statewide cost allocation plans and the federal Cash Management Improvement Act.
