In order to promote safety, DSA collaborates with stakeholders, experts and public entities to develop regulations that govern the construction of structurally safe buildings in California. We propose changes to the California Building Standards Code (Title 24 Overview), as well as develop and publish interpretations of code and policies and procedures necessary for stakeholder understanding and coordination of enforcement among the DSA regional offices. The building code becomes law when it's formally enacted by the appropriate authority. We are one of several state agencies that propose changes to the California Building and Administrative codes through the Building Standard Commission’s rulemaking process. The creation of regulation is directed through law. Regulations govern how the law will be enforced.

2022 STRUCTURAL SAFETY CALIFORNIA BUILDING STANDARDS CODE EFFECTIVE DATES

2022 Intervening Rulemaking Cycle

The DSA-SS 2022 Intervening code proposals for Parts 1, 2, and 10 of the 2022 California Building Standards Code (California Code of Regulations, Title 24) were reviewed and adopted by the California Building Standards Commission (BSC) at the meeting held June 27–30, 2023. These approved standards are included in the 2022 California Building Standards Code (Cal. Code Regs., Tit. 24).

All Parts of the 2022 Title 24 have an effective date of July 1, 2024, except for the 2022 California Administrative Code (Cal. Code Regs., Tit. 24, Part 1) which became effective on July 30, 2023.

2021 Triennial Rulemaking Cycle

The DSA-SS 2021 Triennial code proposals for Parts 1, 2, and 10 of the 2022 California Building Standards Code (California Code of Regulations, Title 24) were reviewed and adopted by the California Building Standards Commission (BSC) at the meeting held Jan. 18–19, 2021. These approved standards are included in the 2022 California Building Standards Code (Cal. Code Regs., Tit. 24).

2024 TRIENNIAL RULEMAKING CYCLE

DSA-SS is preparing to submit proposed code changes to the California Building Standards Commission (CBSC). The proposed code changes are intended for inclusion in the 2025 California Building Standards Code, Title 24. Information about the 2024 Triennial Code Adoption Cycle is available on the CBSC website by selecting the desired phase of the code adoption cycle.

Pre-Cycle Public Meeting – April 10, 2024

As part of the 2024 Triennial Rulemaking Cycle, DSA-SS is preparing to propose amendments to the CBSC for Parts 1, 2, and 10 of the 2025 California Building Standards Code (Title 24). These items will be reviewed and discussed at the April 10, 2024 public participation meeting. The proposals will be submitted to the California Building Standards Commission in May of 2024 for adoption in December 2024/January 2025. The approved standards will have an effective date of January 2026 (in the case of Part 1 only, the effective date is 30 days after adoption).

2022 STRUCTURAL SAFETY CALIFORNIA BUILDING STANDARDS INTERVENING CODE CHANGE SUMMARY

The DSA-SS 2022 Intervening code proposals for Parts 5 and 11 of the 2022 California Building Standards code (Title 24) were reviewed and adopted by the California Building Standards Commission (BSC) at the meeting held August 1-3, 2023. NOTICE OF 15-DAY COMMENT PERIOD

June 15, 2023 – June 30, 2023

DSA submitted proposed code changes that are intended for inclusion in the 2022 CBSC, Title 24, Part 5 Plumbing Code, scheduled for publication in January 2024 with an effective date of July 2024. All proposed actions were the subject of a 45-day public comment period that began on April 21 and ran through June 5. CBSC will accept additional written comments for at least 15 days between June 15 and June 30, 2023. All written comments be submitted no later than midnight on June 30, 2023.
