About this Service
Charter Schools and/or school districts filing on behalf of a charter can apply for this service by applying for a preliminary apportionment (reservation of bond authority) for new construction projects and/or rehabilitation of district-owned existing facilities that are at least 15 years old. To qualify for funding, the applicant and charter school must be deemed financially sound by the California School Finance Authority. Applications for this service can only be submitted during specified filing rounds.
With the passage of Proposition 2, $600 million* has been authorized for the Charter School Facilities Program (CSFP). Existing CSFP regulations require applicants seeking a preliminary CSFP apportionment to submit an application during a 120-calendar-day filing round beginning 180 calendar days after an election authorizing additional CSFP funding. Accordingly, the State Allocation Board (SAB) announced at its December 2024 meeting that a new filing round would open on May 4, 2025, and close on August 31, 2025, at 11:59 p.m. Based on reports of several charter schools displaced from school sites that sustained significant damage from the fires, the Office of Public School Construction (OPSC) evaluated the impact and potential need to extend timelines for the CSFP filing round. During periods of emergency proclaimed by the Governor, existing regulations direct the Executive Officer to provide relief to school districts and maintain equitable participation in SAB programs, which may include extending deadlines.
OPSC announced at the February 2025 SAB meeting that the CSFP filing round will be postponed to July 3, 2025, to October 30, 2025.
Applications will be accepted beginning on July 3, 2025, and can be submitted until the round closes on October 30, 2025, at 11:59 p.m. Applications received after 11:59 p.m. on October 30, 2025, will not be valid. If the total amount requested from valid and complete applications exceeds the funding available, a preference points system and funding matrix will be used to prioritize applications for funding, in accordance with CSFP regulations.
OPSC, CSFA, and the California Department of Education (CDE) will provide a free webinar on the CSFP program and application process. OPSC will announce a separate date for a technical webinar on how to submit an application using the OPSC Online Application.

*The total amount available for project funding may be reduced by administrative costs of the program for OPSC, the California Department of Education, the California School Finance Authority and the State Controller’s Office.
